Sounds like a ruby (http://www.ruby-lang.org) AGI
(http://www.voip-info.org/wiki-Asterisk+AGI) library.

An AGI lets you program advanced features in asterisk using the dialplan
and an external script. Ruby-agi should help you to do this in ruby.
