There are several companies offering 911 emergency calling services for VoIP.
There are basically two footprints of coverage in the USA - provided by Level3 or provided by Intrado.
The FCC "VoIP 911" Order, paragraph 40 provides exceptions for offering basic 911, or calls directly to an emergency call service center in some areas, in areas that can not accept enhanced E 911 calls.
There have many many discussions on coverage of basic vs enhanced 911, but the bottom line is, it is what it is. There simply is not enhanced 911 in every area, and even in wireline world there are upwards of 18% of the PSAPs that don't have ehanced 911 now anyway.
No matter what, offering a 911 emergency service that provides the best coverage you can come up and filling out a v911 Compliance Form with the FCC is many orders of magnitude better than sitting back and discussing it and not offering anything.
What I don't understand is why every VoIP provider wouldn't jump at the opportunity to sign up and offer 911 services to their subscribers. The FCC requires it, the subscribers want it, and subscribers will pay the $1.50 that it will cost to provide the 911 service. So, it's basically a no-brainer.
