The DID is assigned to a phone,  that phone dials 911.  The phone  
switch uses the DID as the ANI formation to give to the PSAP.  The  
PSAP uses the DID to dip into the ALI database to find the callers  
location.  DIDs (aka phone numbers) are not just for inbound, they  
are used for caller-id on outbound calls too.
