Is there an addon (DSP) card or any other device that is plugable
to the (i think) PCM-connectors on the Digium quad E1/T1 cards
that can do these transcodings?

Digium has already announced the TC400B, which is a PCI low-profile card
capable of doing more than 100 (the final number has not been determined
yet) G.729A and/or G.723.1 transcodes. This product is currently
entering beta testing and will be released in the very near future. It
is likely that future firmware upgrades for the board will add support
for other codecs as well; that list will probably include GSM and iLBC.
