Yes, I understand they are charged per minute. Do you charge per minute

Yes, the DIDs are charged per minute.

The cost per minute depends on the rate center, to view the cost per 
month and per minute for a desired rate center:

1- Go to http://www.voipstreet.com/didlist.php
2- Select the state
3- Click on "See Rates" next to the city/rate center of your choice
