not always but ok, and by 011 i am guessing you mean any copuntry code
than '1' since that is the north american way of doing international :)

is there any process to verify who is signing up?  what if i get 5
accounts all with different info just so there are 5 people complaining
about the same person ...

what is the process to verify this reason, that is more  the root of the
problem as i see it, i doubt that someone will just say they hate
someone instead they will make up some story, posibly faked logs, etc...

well if the list is shown to be unreliable people wont use it, if they
dont read from it they wont post to it, and basically it dies...  for
that reason i think its important to address some of these issues early
on, but what do i know.
