Well, Belgian DID numbers CAN be "forwarded" to foreign SIP accounts,
only if the specific DID numbers are non-geographic or "nomadic".

It depends on the type of DID numbers you are servicing.

Voxbone has special agreements with BIPT, the Belgian 
telecommunications regulator.
So Voxbone is legally providing DID numbers from Brussels and Antwerp.

As far as I can see, this is not the case with Weepee's service, since
they are reselling MCI/Verizon DIDs. So you do need to be located in
Belgium to get a DID from them.
