Introduction:

The Thunder Bay Public Library (TBPL) is seeking information to qualify vendors
in preparation for an upcoming Request for Proposal for a new VoIP? phone
system to replace our Nortel Meridian PBX systems to provide phone and
voicemail services across four locations to currently about 150 users and 75
edge devices.


Statement of Requirements:

The TBPL is seeking information about vendors able to deliver a VoIP? system
having the following requirements:

   1. Must understand, plan and manage the transfer and cut-over of any
existing, planned, new or required services, and changes from the existing to
new systems.
   2. Must provide all WAN, LAN, wiring and other infrastructure requirements to
deliver a system that can be managed as a single system across the current four
TBPL locations.
   3. Must provide a single system that will route all intra-system calling
across the WAN except in times of congestion or failure. May also route
outbound calling to nearest available PSTN connection.
   4. Must provide a complex, time-sensitive dial-plan, Direct-inward-dialing
(DID), voicemail as well as a full set of regular phone features at conference,
desk and mobile/headset edge devices.
   5. Must provide administration, documentation, training and support to allow
the TBPL IT staff to add, transfer or delete any user, group, service or even
physical branch as requirements change.
   6. Must provide general staff or 'train-the-trainer" documentation and
training to staff at our primary location in Thunder Bay.
   7. Must provide support services for the system over the 2007-2009
installation, acceptance and maintenance timeframe.
   8. Must provide upto 50% additional capacity to allow the TBPL to increase
both external (lines, DID) and internal (users, groups or edge devices).
   9. May provide redundancy, fault-tolerance or preferably "gracefull
degradation and re-intergration" of services to allow partial services (eg:
911, out-bound calling) during periods of WAN or other failures.


Instructions for Responses:

Vendors should submit a concise response, by 5pm, July 25, 2006, including:

   1. Company information: Please include location of head office, contact
information, number of years in business under current name, total number of
staff and any supporting contact or business information.
   2. Content: A description of how the services would be provided as detailed
in the requirements above.
   3. Contact Information for upto three current phone/VoIP systems as
references preferably in the Canadian market.
