Thats just being confusing. Yes, it is quite true that you could for example 
go to Cable and Wireless, get PRS numbers from them, and they could offer 
you a higher payout from calls that only route on their network. But in 
practice they wouldnt do it for you, and as the vast majority of PRS traffic 
either originates or transits (90%+) the BT network, would you really want 
to rule out most of your customers?

Maybe you misunderstand, the 'bad debt surcharge' (of 3%) is applied to all 
PRS traffic that gets switched via BT, whether they are BT number blocks or 
ones belonging to other OLOs.
