a common scheme is to buy termination with credit card (often stolen), 
make thousands of dollars worth of calls, chargeback the card. Usually 
there's arrangement with cell carrier where carrier will kickback some of 
international settlement fees.

for this reasons, we block all calls to nigeria cell until we verify the 
client's identify etc. No, "richard smith" posting from a hotmail account 
doesn't qualify.
