Depends on the context; for VOIP providers that is almost never the case, as 
on-net is taken that the VOIP provider themselves are doing the PSTN 
interface (i.e. the PSTN termination is done within their own network).  
Off-net generally means that they are in turn handing your call off of their 
own network (off-net) to someone else to terminate to PSTN.
