Robert,

Ask your carriers to change the SS7/Q.SIG cause code (they are the same 
for both Q.SIG and SS7).
There is standard set of cause codes which is translated to the voice 
messages at the callers side.

It probably returns code PRI_CAUSE_UNALLOCATED = 1 instead of
DESTINATION_OUT_OF_ORDER = 27
