Not so much in france.  They dont use the same legal system as America
of the UK.  They use the civil law approach.  The statutes have to
clearly lay everything out becuase when a judge rules that ruling is
binding only on the instant matter, not on any others, you cant quote a
judge from another case to try to sway the judge in your case.  

Yes the individual judges can attempt to interpret the statutes however
they want, but the statutes themselves tend to be numerous and specific
in a civil law system becuase they arent allowed to write broad statutes
and have judges interpret them and make it more clear.
