Hi Betty,

There are two ways you can do it:

1. Set up an Asterisk box with required number of lines for incoming
calls, and terminate through one of the SIP providers, Vonage or PSTN
lines. Of course you will need to hire someone to setup the hardware and
software.

    Caveats: Some public phones charge exorbitant connection fee for
toll free numbers, e.g. 75c. There is no easy way to find out which
ones. So watch out if some such operator starts buying your cards for a
dollar and making two calls to collect $1.50 back from you. 

2. Can outsource the whole operation to someone who can:
Generate PINs for calling cards and give them to you.
Provides all infrastructural support, that includes providing toll free
numbers, validation of PINs, terminating their calls, and also provide
customer support in case some of your card holders call for problems.

   In this case, you are just printing and selling cards. So your costs
are limited and your profits are guaranteed.
