Thirdlane PBX Manager has most of the multi-tenant features you are looking
for except for the user portal which will be available soon.

Hello all:
I have been using A at H and am very happy with its features and flexibility.
However, it does not provide TRUE multi-tenant capabilities with a user
portal. So, in your experience, which package provides decent multi-tenant
features with a user portal:
1. Tenant with its own extensions, trunks, IVR, queues, call groups and
operator panel, etc.
2. Tenant users can view their own CDR, change their extension settings,
view voicemail, change voicemail email, etc.
3. Billing capability desired but not essential.
Your suggestions will be greatly appreciated!
