Setting a call center in cuba definitelly will be a huge prob

Etecsa is the leader of communications in cuba, that is a Italian, cuban 
corporation based in Havana; by the way, they monopolize all the 
telecomunications in cuba and i don't think that ETECSA is interested in 
VOIP, if u can involve this guys in that solution then the cost of 
communication  is way cheaper than anyone else... and the people are 
great for this kind of jobs.

Probably your client known that.. also i think that VOIP is illegal in 
cuba. check this out before go futher..except is done by ETECSA.. funny..
