Look at a Sip or IAX interface like this:

phones, FAX's, keyswitches, or PBX's to the VoIP network. .

Audiocode MediaPackl MP124-FXS Analog Gateway with 24 FXS Lines - SIP
Protocol

These run about $2K and have 24 ports.   Better price per port than T1 &
channel bank combined (unless the CBs are used).
