I just sent the offer a few hours ago, so I dont think that is the
reason.

As for chekcing with their lawyers, if they wanted to make me stop they
could have blacklisted my IP on either their server or firewall.  Either
way it would have made me stop.  They did not do this.  

As for the work that went into the list, they ask for submissions and
corrections, I dont know their original source for the info (I think the
ITU which is where I got some of the exact same info on other
countries).  Their intent with  the site is to sell subscriptions to the
data, to get it in CSV format and stuff, however since they give it away
free with no stated TOS/AUP there is a problem with saying I somehow did
something wrong.  I most likely did hurt their ability to sell this
list, but my list has more info than theirs so neener neener :P

What is funny is the CSV from them (less processor intensive) is only
available if you either register and pay (they sell it for 50 EUR/mo).
So they seem to have half of your idea ...
