That's exactly our goal with ITSP in a box. We have a pretty good set of 
telephony features now (we added voicemail on the web this last weekend, 
IVR menus and auto attendants will enter a test cycle tomorrow, and 
calling cards an DISA will be by the end of the year). We also have 
prepaid billing with unlimited levels of reseller, affiliates, PayPal 
integration, etc, and more billing and reporting options are coming soon.

Our pricing is considerably cheaper than the legacy software, to the 
point where any decently funded startup can afford it. If you haven't 
seen it, the demo of the web interface (code is about 2 months old;
