I would argue that is upto the size of your network.  If it were more
expensive to do it in house no one would be able to sell it because they
would have to sell it for their cost + profit.

For small and maybe medium sized networks (depending of course on how
those are defined) it may be cheaper to use a 3rd party, for larger
networks I would contend that its cheaper to do it in house.  Of course
getting links to each switch that a psap is connected to may be a
problem since many providers dont have their own physical network.  You
can order the direct dial numbers to the psaps but that wont give you
the 'e' part of e911.
