My questions: 
Is the FCC within it's charter to make this mandate?  It seems many
government agencies are busy testing their rule-making boundaries these
days.  (broadcast flag anyone?)
 
Aren't there still areas of the country with phone service that does not
have 911?
 
My comments:
 
This is a poke-in-the-eye to VOIP providers and shakeout attempt.  It says,
"VOIP providers: If you are serious put your money where your mouth is and
pay for the facilities to provide this service."
 
The FCC will try to level the playing ground for VOIP v. more traditional
phone services without taking into account all the underlying facilities and
services required to provide VOIP.
