One problem is that a phone represents IMPLIED access to 911.
If an emergency occurs will a member of that household be thinking
about what phone has access. Especially a child.
Train the household as to which phones to use and put a large label "911".
Sounds reasonable, but the govt will not leave to chance that we will train
our own households.(as it should)
But, how may hold fire drills?
It looks like we can not get around the fact of what a physical phone
represents..
