This should be interesting.
What if we are "long distance" only?
I have many customers with a T1 to Sprint and no local calling (its either
LD or 800).
They have 911 through the LEC with traditional POTS lines.

I believe this to be wording came from the Pulver ruling.   An
Interconnected VoIP Provider, in my minds means a provider that
has/provides connectivity to the PSTN.
