0845 is local call rate from anywhere in the country.
0870 is national call rate from anywhere in the country.
0800 is free call from anywhere in the country.
020 (not 0207) is a London number, and would be a local call rate from 
in or around London, and national call rate from further afield.

That's the usual rule-of-thumb, and when you start to look at calls 
originating from mobiles, all bets as to the cost are - as usual - 
off... Again - rule of thumb is that mobile tariffs include umpteen 
minutes-per-month, but exclude non-geographic numbers from that.

I don't think there's much, if any, suspicion from "the man on the 
Clapham omnibus" as to non-geographic numbers such as 08xx any more - 
they're too widespread.
