I've been looking at what I think is the most difficult part of the
billing solution, the rate engine.

My thought right now is to just integrate with what is available.  Is
there a good open source rate engine available?  cdrtool seems like
the most complete solution, although it's not open source.  What is
most commonly used?  I've read everything at voip-info.org, but that
doesn't really tell me what people are actually using and why.
