I really really doubt this is the case, but I'm not a voip provider
and I don't know for sure.  Common sense tells me that if it was easy
do to we wouldn't be having this conversation.  I'm not familiar with
the settlement system for long distance carriers, but I'd bet that on
the types of fraud they are being hit with it's not possible to know
the charges before placing the call, or maybe not even immediately
after either.
