Well its up to you. I was reffering to situtation when cashiers have
usuall physical prepaid cards that are not yet activated so they only
activate the card on pin generation is done.

As another solution you can have plastic cards with special strap that
you can write pin on
just like signature on visa cards.

Or you can use dedicated hardware with thermal printers and dial up or
gprs lines which imho will be expensive if you want to roll out on
bigger scale.
