This is exactly what we are working on right now, an enterprise-level 
configuration tool for Asterisk.  Come check it out:

I'm hoping to release version 2.6 next week which will include an 
advanced Call Routing Manager & Scripting/Macro engine.
It's not 100% ready - yet.  ;-)
