It might, but it doesn't satisfy the regulation.

requiring interconnected VoIP service providers to provide E911 service
only in those areas where
Selective Routers are utilized."

Where the area is served by a selective router, sending a 911 call to a
PSAP's 10-digit administrative number is unacceptable.
