  1.. Roaming:
  All billing continues to go through original network, therefore when roaming, you will be charged by the host (service where roamer is guest) at various rates depending on their agreement with your original provider this is for originating calls.
  When receiving calls while roaming, the caller pays normal charges (to deliver the call through the original providers' network) while the receiver pays for delivery from original provider to the host provider. Normally, these are long distance charges, and normally they are at standard rates of original provider (charges the receiver would have been charged had they been dialling out of original providers' network to host country - From a user standpoint, the fact that the host provider shares in these charges is inconsequential.
  Host providers do not normally charge handling/monthly/setup charges but the call costs are generally significantly higher than those hosts would normally charge their own users.
  Delivery of sms is sometimes charged.
  Data services are charged (where applicable).
  2.. Except for the above (roaming receiver charges) the GSM services do not normally charge receivers of calls so the concept of air-time is not applicable.
  3.. 

  4.. There is normally a subscription charge that differs (widely) according to original providers' packages but generally, the higher the subscription charge, the lower the call rates (local calls). Note there's also a difference between intra-network calls and inter-network calls especially to land-line providers.
  5.. It is not possible to label the roaming charges according to country because most countries have several networks and inter-network agreements will differ. (e.g. Vodafone roaming rate - wherever you are, as long as you select Vodafone as your host, the (outgoing) roaming rates will be fixed). Naturally, this is where Vodafone is the original provider.

  I am doing a research about the cellular phones "programs" or "packages" in Europe, would appreciate from anyone who might be able to help me, thanks in advance.

   

  The questions are :

   

    1.. do you have to pay roaming charges when you travel to different countries (within Europe), if yes, what are the typical rate?   
    2.. What are the typical local air time charges per minute? Is there much difference from country to country? 
    3.. Any other monthly charges? Handling charges? Set up cost? 
    4.. are the charges applied to both calling or receiving or one side only, which way is more popular?
