Their is a state and federal tax moratorium on VoIP until November 2007.

if the FCC were to say no sales tax on voip there would be a
cnostitutional challenge since states have the right to tax sales in
their staes.

There were discussions of other fees and taxes for the telephony side
(really all the FCC can try to do through a loophole in the constutition
stating that congress shall have the power to levy taxes, doesnt say
they can delegate that to others, but ...
