I don't think they have a reseller program. Teliax has an "Affiliate" 
Program: (from their member site)

Now you can get a 5$ credit for each client you refer, just click the 
'links' section to get your link and banners

We will post credit every day in your account balance. It will show up 
in your billing log as a credit.

You can post your link / banner anywhere appropriate. Email signatures, 
Forum Signatures, Give to Friends. Etc..
