You can better believe that the DMCA will be into play.   Sipru has sued
Linksys over this issue.  Linksys (cisco) would love to put someone else
into the hot seat.

No, it does not. Reverse engineering for the purposes of 
interoperability is relatively safe, unless you have to break somebody's 
encryption algorithm (not the key) to do it.
