[Asterisk-biz] Looking for call transport solution GUAM --> US

We are looking for a transport solution for a public service provided in
Guam to call a specific single DID mainland US.  As a public service,
simultaneous calls are required.

Guam is within NANPA US country code dialing if that matters.

I am confirming type of connectivity and bandwidth available; is VOIP the
solution?
