Rehan,

I think that is because politicians are moving much slower than 
businessman, especially the entrepreneur. You can follow the Vonage forum 
and that would give you some insight on this topic.

My 2 cents is : Government, state or Federal, is difficult to stop the 
small VOIP providers popping up everywhere, therefore you can start a small 
business to prove the business concept, and when it grows to a real big 
business, you have to prepare to deal with FCC as the minimum. If it is 
already too much trouble for you, then give up this business idea.

The States will certainly try to get their hands on the regulation and tax. 
Will see.---but it would not make it more difficult than any other business.
