That is correct; there doesn't seem to be a way to buy 802.3af 
"intelligent" power for less than about $70 per port (for low port 
counts), and there's only one box available that does it at that price.

Also, it seems hard to imagine that anyone would spend $1K for a 24-port 
power injector, when they can buy the NetGear FSM7236P for around $1.1K 
and get 24 ports of 100baseTX with PoE and two 1000baseTX ports in a 
managed switch.
