even BT still lists them as 0208 (and most likely 0207).

According to friends in London (I only lived in Scotland so I didnt see
a london bill) listed the number on the bill as 0208 or 0207 instead of
020 8/020 7 until recently.  So many people just copied BT rather than
trying to do something different, even if symantically more correct.
