Hmm..  phone bills used to be formatted 0207 or 0208 from BT.  Many
people thought that was proper becuase it appeared on their phone bill.
That is why there is such a high percentage of people that put webpages
up with 0207 or 0208 for their phone number rather than breaking it
after the 20, which is more proper.
