I'd just add that you really need to know your requirements. Doing a simple
rating engine can take a couple of days... but if you start getting into
say, offering free minutes/credit bundles, then different bundles for
different areas, etc. -- things _can_ get complicated.

Also, depending on your company position, it might make more sense for you
to concentrate on other aspects and hire a company with a billing solution
to customize their solution to you. OTOH, it can be hard to find a company,
and just negotiating could take more time than writing a first draft
system...
