No they wouldn't refeuse the connection.  They would just delay, delay, 
delay, and, when they did get around to it, they would do it incorrectly.

Does anyone here remember all the DSL companies that went out of 
business because the RBOCS would drag their collective feet.  In my 
area, who is the only provider now providing DSL? QWest.
