That is correct.
We license Asterisk from Digium outside of GPL to be able to provide the 
Libisup and some parts of zaptel as proprietary extensions.
We have patches also to Asterisk, but provide these as sources to the 
customer. This way the integrator is able to recompile Asterisk with his 
own applications, if necessary.
