To interested parties;
The city of Manchester, Connecticut, of which I am the Chief
Information Officer (CIO), has started the process of obtaining a new IP
Telephony system.  I invite you to go to our web site and down load the
"Request For Bid" at the following link:

The downloaded file is a compressed exe file, which, when executed will
result in two files - one the contract requirements and detailed
specification for a city-wide telephony bid and a spreadsheet with which
you can develop your response to the "Request For Bid"
specifications.  

You will find on page 26 (Section 2.2.4.1) and the following  4 pages
the types of  "Call Processing" options and Telco services that we
are looking for.  In other parts of the specification you will find
equipment requirements.  We hope that you will find your offerings
called for in this specification and we look forward to your
participation.
