The $70k may not be the problem (not until you find out who the customer is). There are several telco's who's regulatory environment is coming onstream. Examples are South Africa and the Arab Emirates (these are the ones I know of) .. within the next two or three months. 
I'm just suggesting you shouldn't dismiss it outright.

  request like this "URGENT" is also a red flag, because any carrier willing
  to take that traffic will likely request CDR usage patterns to analyze the
  traffic pattern in advance to get an estimate that customers current
  %RBOC/%NRBOC pattern.

  Sounds too risky to me :)

  Prepay and maybe you could find me jumping at this one, but postpay...
