Tony,
I feel your pain... we suffer much the same woes shipping from Canada into
the US.
Unfortunately my recommendation is going to be to contract a brokerage house
and have them do the necessary prep work for your international shipments.
FedEx is reluctant to help you as it would be a conflict of interest with
their brokerage service.
FCC declarations are a pain, but what you should be doing for those is
searching the FCC.gov databases for relevant clearance information. Like
most US gov websites their difficult to find the info in, but there is a
wealth of info there to be had.

Does anyone here have experience of successfully shipping computer-based
kit into the US? Specifically of the requirements of FCC paperwork?

The small company I work for has shipped a few asterisk systems from the
UK to the US, using FedEx, and EVERY time, the shipment gets held up by
Customs at the incoming port in the US, due to some problem with FCC
documents, either they "can't find them" (we put them on the outside in a
document wallet, for goodness' sake!), or there is some problem with the
content.

It has always confused us why the FCC form is in the name of the Importer
or Consignee (which would be our customer) and signed by them, but that
we, the supplier are supposed to send it. Half the boxes we can't even
fill in.

What we have done each time is fill in the parts we can, and attach the
FCC compliance certificates relating to the kit.

We have tried in vain to get FedEx to explain to us exactly what the
problem is, or even to have them notify us or the consignee that there is
a problem - it just sits there until we notice in their online tracking
the dread phrase "Regulatory Agency Delay". We end up re-faxing docs, or
our customer does, and days later it gets released.

Could anyone here that know about these things give any helpful advice on
how to clear this hurdle at the first attempt?
