No, the channel has to be in Stasis to control it. The ability to move a
channel into Stasis arbitrarily is on the feature wish-list[1].

Generally instead of doing that people have been replacing the Queue
application with their own ARI application instead. Since the channel is
then always in Stasis they can do what they need to connect it to the
right place. It also makes it easier to implement different strategies
and business logic.
